The aim of the project is to avoid and remove the barriers that exist in planning, organising and using local passenger rail transport. Preparatory studies and pilot projects are used by way of example to demonstrate how the provision of better infrastructure, better forms of organisation and better services can attract new users of local passenger rail transport on a lasting basis. The contacts between local passenger rail transport authorities and the dialogue with transport companies, passenger associations, local authorities and external experts play a central part in this context. Although the Stuttgart Region's contribution to the project focuses on older users of local public transport, the findings can also be applied to other groups with barriers to public transport usage. A survey among senior users and non-users of local public transport is to identify existing barriers and provide the basis for drawing up recommendations on providing concepts for (pilot) projects and implementing them from a technical, organisational and financial aspect. A partner network is also to be set up during the term of the project (April 2010 – March 2013) to implement pilot projects.
